First C-295M of Vietnamese Air Force Condusts Flight Test

China’s Submarine Fleet Takes Historic Steps Forward

US eases arms embargo on Vietnam amid China's maritime expansion

HANOI -- The U.S. government on Thursday relaxed an arms embargo on Vietnam, which likely lobbied for the move to boost its naval capabilities as territorial disputes with China heat up.

     No details have been confirmed on the specific weapons Vietnam will acquire from the U.S., but state-owned media here has suggested the P-3 Orion surveillance planes, among other equipment and devices.


     The Chinese navy owns about 10 times as many vessels as its Vietnamese counterpart. For example, China owns almost 70 submarines, while Vietnam counts just two.

     In addition, over 95% of Vietnam's weapons are Russian-made and generally inferior to those manufactured in the U.S. and other Western countries. Many outdated models are still in commission as well, and modernizing equipment had become a pressing issue for its military.

     Vietnam is also concerned that Russia, its biggest arms provider, is pivoting toward China as relations with the West break down over the Ukraine crisis.

     But many note that Vietnam does not yet have the capability to use advanced weapons. It likely plans to first import weaponry related to maritime security and train personnel on highly advanced Western equipment, then branch out to other armaments such as fighter jets and helicopters.

     The U.S. has not exported arms to Vietnam in about 40 years. The partial lifting of the embargo could signal further developments in their relations, which have improved steadily since they normalized ties in 1995. The Southeast Asian country is also a potential ally in the Trans-Pacific Partnership, a planned economic framework headed by the U.S.

     Vietnamese President Truong Tan Sang had told former U.S. President Bill Clinton in July that easing the embargo would be an important demonstration of mutual trust and the full normalization of bilateral ties.

     Hanoi has also invited U.S. President Barack Obama to visit next year for the 20th anniversary of the bilateral accord, and could be preparing policy measures to attract U.S. investment in the country.

Philippines-France Defense Cooperation Agreement - Easing the Supply of Military Equipment for the AFP

France-Philippines Defense Cooperation Agreement (DCA)
The 2 countries already have a previous DCA and the one signed in France this week updates and further strengthen this defense agreement. This paves the way for the the French government to assist the modernization program of the Armed Forces of the Philippines (AFP), and for allowing French companies to supply the Philippines with weapons platforms, systems, and defense-related goods and services. This also allows the Philippines to tap French assistance in other defense-related issues like training and education, warship visits and military aircraft stop-overs, and others.

Previously, the Department of National Defense (DND) indicated that a DCA is important in paving the way for defense acquisitions with certain companies and governments where the supplier is based. Such examples of previous DCA signed by the Philippine with other countries are those with Canada, South Korea, Indonesia, and the United States. This paved the way for the AFP and DND to acquire military assets from the said countries, with the Bell 412 CUH and VIP helicopters from Bell Textron Canada, FA-50 Fighting Eagle jets from Korea Aerospace Industries, and Strategic Sealift Vessels from PT PAL of Indonesia.

RI, South Korea to reach deal on phase II of KFX/ IFX fighter jet

Indonesia and South Korea are expected to reach an agreement on the second phase of the joint development and production of the KFX/ IFX fighter jet, a step that will mark the epitome of the two countries’ strategic partnership, the South Korean envoy said.

The three phases of developing the KFX/IFX fighter jet are technology development (TD), engineering and manufacturing development (EMD) and joint production and marketing.

The TD phase was concluded in December 2012, which saw a number of engineers from state-owned airframer PT Dirgantara Indonesia (PT DI) and officers from the Indonesian Air Force going to South Korea to discuss a number of development issues with their South Korean counterparts.

Taiwan advised to start small in bid to make submarines at home




As the 2016 presidential election edges closer, Taiwan's desire to build submarines at home has gained attention, with one submarine expert suggesting that Taiwan start with small 500-ton vessels.
Wang Jyh-perng, a Navy captain and associate research fellow at the Association for Managing Defense and Strategies, said Monday that for a beginner like Taiwan, building small ships would allow it to avoid the high costs in developing and producing submarines as big as the 3,000-ton Swordfish-class diesel sub it owns now.

It would also be easier for Taiwan to acquire the technologies needed if it aimed at smaller targets, Wang said while addressing a national defense policy blue paper released by the opposition Democratic Progressive Party last week.The party proposed that the military engage in "reverse engineering" on its Dutch-made Swordfish-class subs before moving to develop and build at least six 1,500-ton new subs, since it was almost impossible for Taiwan to buy submarines from other countries due to its political status.

Armed Forces of the Philippines Chief of Staff General Gregorio Pio Catapang said on Friday, October 3 that approximately PhP300 billion is needed to complete three phases of AFP modernization.

“We can think of it like boxing where the first horizon is the bantamweight, then the second horizon is the middleweight, and eventually the third horizon is heavyweight,” General Catapang explained.

First phase of the modernization, currently ongoing, will attain minimum credible defense posture. Department of National Defense already awarded several contracts to supply military hardware including 12 units FA-50s, 2 strategic sea-lift vessels, number of attack helicopters and 3 medium lift fixed wing aircraft. DND is currently in the later stage of acquiring frigates and air defense radar systems.

DND is also acquiring anti-submarine helicopters, close air support aircraft and patrol aircraft as part of first phase.

“The second horizon is another P85-P100 billion which will take six years, while the third horizon is P100-P125 billion and another six years for military hardware and also bases development,” the AFP chief said.

For the second phase, DND is eyeing to acquire multi-role fighter jets as part of the phase. The phase is expected to kick-off coming 2018.

Vietnam Acquires Unmanned Orbiter 2

Vietnam has acquired the Orbiter 2 unmanned air system (UAS) for use as an aerial forward observation asset for its artillery corps.

The Orbiter 2 is manufactured by Israel's Aeronautics Defense Systems, which says using a UAS instead of a ground-based forward observation officer will provide an improved "first round on target" capability for its customer.An Orbiter 2 flying at 2,000ft can supply artillery units with the co-ordinates of "a number" of targets, it adds.

Aeronautics sources say the Orbiter 2 is also now being offered by Rafael as part of deals that include the latter's Spike air-to-surface missiles, and by Israel Military Industries along with its surface-to-surface rockets.

An upgraded version of the Aeronautics aircraft is also available, with the Orbiter 2B capable of navigating independently to complete a mission, even if GPS is jammed or communication links lost. This variant also can carry payloads to assist with intelligence gathering.

Singapore Quietly Expanding F-15 Fleet from 24 to 40

Singapore appears to have quietly boosted the size of its F-15SG fleet from 24 aircraft to 40, according to Boeing financial statements, aircraft registration filings, and US congressional reports.

Singapore originally bought 12 F-15SGs - with an option for eight more - under a contract signed in December 2005. In October 2007 the city-state modified this option by buying 12 more to give it a total of 24.

These aircraft have all been confirmed as delivered and have US-type serial numbers running from 05-0001 to 05-0024. Several remain in the United States with the Republic of Singapore Air Force's (RSAF's) 428th Fighter Squadron at Mountain Home Air Force Base (AFB) in southwestern Idaho, while the remainder are active in Singapore with 149 Squadron.

Aircraft operating in Singapore use four-digit serial numbers in the 83xx sequence, starting at 8301, although these do not run consecutively.

Indonesia and US to sign Apache Memorandum of Understanding

Indonesia and the United States are expected to sign an agreement soon to facilitate the Indonesian Army's (TNI-AD's) enhanced operation of on-order Boeing AH-64E Apache attack helicopters.
The Indonesian Ministry of Defence said on 20 August that the memorandum of understanding (MoU) will cover the handling and security of data and communications received by the Apache during TNI operations.
The MoU is currently under review by the TNI chiefs of staffs. Defence Minister Purnomo Yusgiantoro said he hoped this review would be completed soon to enable ratification of the MoU so the US could deliver the Apache helicopters to Indonesia before the 69th anniversary of the TNI on 5 October.

Taiwan still hopes to buy F-35 fighters from US - defense official

Philippine Army to get 28 upgraded APC's by Q1 of 2015

The Philippine Army (PA) announced that the delivery of its 28 Israeli upgraded APCs (armored personnel carriers) is scheduled for the first quarter of 2015.

This was revealed by Army spokesperson Lt. Col. Noel Detoyato Thursday.

“Delivery of all APCs is scheduled for the first quarter of 2015,” he added.

The Department of National Defense (DND) earlier announced that the payment for the PHP 882 million upgraded armored personnel carrier (APC), bagged by Israeli defense manufacturer Elbit Systems Ltd., will be done in three tranches.

Dr. Peter Paul Galvez, Defense spokesperson, said first payment will be pegged at P405 million, the second will be PHP 335 million and the third at PHP 142 million.

Elbit Systems Ltd., formally announced the signing of the PHP 882 million deal (roughly USD20 million) last June 22.

Taiwan set to take August delivery of more Apache helicopters


Taipei, Aug. 20 (CNA) Taiwan is set to take delivery of six more AH-64E Apache attack helicopters from the United States in late August, the Army said Wednesday, in line with a delivery schedule announced after an Apache crashed in northern Taiwan in April.

It will be the fourth shipment of a NT$59.31 billion (US$2.01 billion) order for 30 of the newest Apache model.

"The helicopters are scheduled to arrive in Kaohsiung in late August or early September," an Army official told CNA.

They will be flown to an Army Aviation Special Forces base in the neighboring city of Tainan after being unloaded and checked, the official said.

The latest shipment comes after an Apache crashed into the top of a three-story residential building in Taoyuan County's Longtan Township April 25, damaging four homes but causing no serious injuries.

On July 15, the Army said the environment and human error were found to be the main causes of the crash. Apache training operations had returned to normal before the investigation report was completed, it added.

At the time, the Army said the fourth batch of Apache helicopters would arrive in Taiwan in August, with a final batch expected to be delivered in October.

The crashed chopper was one of 18 that have been delivered to Taiwan by the U.S. since last November.

According to a previous delivery schedule for the final two batches -- said by an Army oficial before the April crash -- the fourth was set to arrive in May and the final one in July. The Army official has attributed the delay to shipping issues.

The model E is the latest in the Apache attack helicopter series. The U.S. and Taiwan are the only two countries using it so far.

Joint Venture Wins Bidding for Supply of AFP Protection Gear

MANILA, Philippines - A joint venture between Israeli firm Achidatex Nazareth Elite and local company Colorado Shipyard Corp. has won the bidding to supply 44,080 sets of force protection equipment for soldiers.

The STAR learned over the weekend that the Department of National Defense (DND) issued the notice of award to the joint venture last July 28.

The project involves the acquisition of 44,080 sets of force protection equipment for Army and Marine troops. The equipment will protect soldiers who are serving on the frontlines of security operations.

The government has allotted P1.763 billion for the project.

Sources said the DND will save around P300,000 if the deal with Achidatex and Colorado pushes through.

The joint venture, however, was not the lowest bidder for the project.

During the opening of bids held last year, South Korean firm Kolon Global Corp. submitted the lowest bid, offering to supply the equipment for P894 million. The bid price would have allowed the government to save P870,000.

The bids and awards committee, however, disqualified Kolon after the company failed to meet some requirements during the post-qualification phase.

A defense department post-qualification team said Kolon’s goods did not meet certain standards aimed at ensuring the protection of soldiers in the field. The team said all ballistic inserts of samples submitted by Kolon did not conform to dimensional requirements since they have shorter measurements.
